Usually, yes. "vCIO" is most often a service tier inside an MSP contract — quarterly reviews and a roadmap written by the vendor that also executes your IT. A fractional IT Director is independent leadership accountable directly to ownership — including holding the MSP accountable. The work products look similar; the incentive structures are opposites. That's the difference that matters when the roadmap says "buy more of what we sell."

Three questions that reveal which one you're being sold

  1. "Whose payroll is the strategist on?" If the answer is the MSP's, everything downstream is advice from inside the transaction.
  2. "Will you put a second opinion on your own employer's proposal in writing?" An independent director does this routinely; a bundled vCIO structurally can't.
  3. "Who owns the compliance documents?" If the risk analysis and policies live in the MSP's portal and leave when they do, nobody on your side owns compliance.
